What should our goal be for reducing cancer deaths?

In our strategic plan to substantially reduce cancer deaths, our goal is to reduce annual U.S. cancer deaths from the current level of 600,000 to 100,000. Why not zero? And why choose a goal that is beyond what we currently know how to achieve?
